		<description>I, too, have been intrigued by this legendary exchange and admonition from FDR; in fact I have heard it attributed to a conversation FDR had with Frances Perkins, the Labor Secretary.  My comment on your analysis is that Randolph&#039;s having to go to the lengths you describe illustrates exactly what is needed to force a president to act in this political system: very public demonstrations of political conviction.</description>
